Chris Young still develops the official Amiga version of NetSurf browser. We just received version 3.10 for OS3 and OS4. There are lots of changes and bugfixes.

NetSurf 3.10 - is there a sense of browser wothout JS?
One remark - in this browser authors are trying (since 2015) handling of light JavaScript engine "Duktape". The issue is, that it is an old-fashion solution which use standard ECMAScript E5.1 (June 2011). Until this time we received the next 4 releases of ES and every modern website is strictly connected to the newest JavaScript frameworks. So, please tell yourself if there is any sense to use this browser to surf over the Internet. Of course, you could try to it if you wish.
